Housing privatization, which began in Russia in the early 1990s. after the collapse of the USSR, was the result of the transformation of the socio-economic system of housing and communal services during which housing classes were formed (owners of premises in apartment buildings, tenants of social housing and apartment tenants), as well as socio-economic and socio-legal institutions of shared property and the general meeting.
